Sheikh Abdul Aziz bin Baz, may God have mercy on him, was asked how to perform the rain prayer, and he replied:

The prayer for rain is like the Eid prayer, he prays two rak'ahs, he recites the takbeer in the first seven and in the next five, then he recites the takbeer of Ihram and six after it, then he begins to recite al-Fatihah and what is easy with it, then kneels, then rises, then prostrates two prostrations, then gets up to the second and performs it like the Eid prayer, he takbeer Five takbeers if he straightened up, then recites Al-Fatiha and whatever is easy with it, then recites greetings and prays on the Prophet ﷺ Then supplicates and then says salutation, like the Eid prayer, the Prophet prayed it as he used to pray on Eid, peace be upon him.

Then he performs a sermon and preaches to the people and reminds them, warns them of the causes of aridity, warns them of sins. Because they are the causes of drought, the causes of rain retention, and the causes of penalties; He warns people of the causes of punishments from sins and evils, and consumes people's wealth unlawfully, injustice and other sins, and urges them to repent and seek forgiveness, and he reads to them the verses contained in that and hadiths.

Then he calls upon his Lord, raising his hands, and the people raise their hands praying, he asks his Lord for relief, from that God help us, God help us, O God give us three times, O God, give us a happy, comforting chaste, bountiful, shed a glorious dish, a general dish that is beneficial and not harmful, that the country revives and makes the servants with it. O Lord, a rhetoric for the present and the future, this is from the supplication that the Prophet called for: O God, propagate the seed for us, turn the udder for us, water us from your blessings, and insist in supplication and repeat in the supplication: O God, give us the rain and do not make us despondent, as the Prophet did.

Then he faces the qiblah during the supplication, he faces the qiblah while he raises his hands and completes between him and his Lord while he raises his hands and then descends, and the people also raise their hands and pray with their imam, and if he faces the qiblah as well, they pray with him ... between them and themselves and raise their hands.
