When snow falls from a cloud, there is a layer of cold air, while below there is a layer of warmer air. When water droplets fall from clouds in the upper layers, they pass through a layer of air of different temperatures before reaching the ground. If the temperature of the ground surface is below 0 degrees Celsius, the droplets freeze as soon as they reach the ground and turn into ice.
